Always lock the bike to something

How is this policy being enforced? I think every Jump bike I have come across has not been locked to anything. If you want people to change their behavior, there has to be a reporting mechanism. It should not be very difficult to ask the next user of the bicycle if it was properly locked by the previous user and then ask them to take a picture of it. Or what about the people picking these bikes up for charging. Why can't they also report bikes sitting out in the open?
